Minister Piyush Goyal to meet with export promotion councils to address September export shrinkage

On October 7, Union Minister for Commerce and Industry Piyush Goyal will meet with a number of export promotion councils in order to explore ways to boost outbound export shipments after they dropped by 3.52% in September.

Last month, Indian outbound export shipments totalled $32.62 billion, down from $33.81 billion in September 2021, ET Bureau reported. Goyal plans to meet with the Apparel Export Promotion Council and a number of other export organisations to discuss how to boost the growth rate for exports.
 
The meeting will see trade bodies discuss ideas such as removing Goods and Service Tax from export freight and the possible removal of export duty on some goods. The possibility of increasing interest subsidy rates and adding export benefits on rupee shipments to countries including Russia will also be discussed. 

“This is a serious issue for us,” an exporter told the Press Trust of India. “We are already facing global headwinds and high inflationary pressure. The GST exemption is more crucial in the current scenario as container rates are already very high.”
 
Exporters were made exempt from paying GST on export freight in 2018 and the scheme was extended twice. However, when it ended on September 30, exporters subsequently had to pay 18% GST on export ocean freight. The exporters can claim a refund for this but they will still need the funds to pay the GST at the time of export.
