Government partners with Metro Cash & Carry to organise street vendor sector

The Indian government has partnered with German wholesale business Metro Cash & Carry with the aim of organising India’s street vendor sector. Many of India’s pushcart vendors selling products such as accessories operate without a business licence.

Metro Cash & Carry has founded a team who are working on a draft proposal for the Indian government for how to organise India’s pushcart seller market. Metro Cash & Carry India representatives met with the government’s Department for Promotion of Industry and Internal Trade two weeks ago and are now creating the draft.

“A lot of India’s pushcart vendors do not operate with a valid business licence,” Metro Cash & Carry’s managing director Arvind Mediratta told ET Bureau. “The proposal has come from the government and they want us to think of the kind of licences that can be given to this sector.”

India has around 10 million street vendors who sell products ranging from hair accessories to fruit. Many businesses such as beauticians also operate from home in the unorganised sector. Metro Cash & Carry will advise on how to bring these businesses into the formal sector and expects its proposal to take around six months to complete.

“Our proposal will deliberate recommendations like approving valid applications for weights and measurements licence and Gumasta licence [mandatory shop licence] within a stipulated time and increasing their validity from one year to five to 10 years for their ease of business,” said Mediratta.
