Gold jewellery hallmarking now mandatory from January 15

From January 15, the Ministry of Consumer Affairs has made gold jewellery hallmarking mandatory with a one year grace period for implementation. Gold will now only be sold in three carat gradings of 14, 18, and 22 carat.

The Union Ministry of Consumer Affairs, Food and Public Distribution announced on January 14 that, from January 15, gold hallmarking is mandatory and all jewellery businesses must register with the Bureau of Indian Standards. Businesses have a year in which to register and clear all old, un-hallmarked stock and from January 15, 2021, selling gold jewellery that has not been hallmarked will be illegal.
 
"The purpose of making hallmarking mandatory for gold jewellery and artefacts is to ensure that consumers are not cheated while buying gold ornaments and get the purity as marked on the ornaments, they are better informed about the purity of gold which will now be in only three caratage i.e. 14, 18, and 22 and corruption is removed," said the Consumer Affairs Minister Ram Vilas Paswan, ET Online reported.

Gold jewellery sent for hallmarking at a BIS centre will receive a BIS Mark and logo to indicate that it has been verified in a licensed laboratory. The jewellery will also have its carat rating confirmed and a fineness number to confirm purity. The jewellery shop retailing jewellery will also add its own logo onto products which would be of a BIS certified jeweller or jewellery manufacturer. Hallmarked jewellery used to have letter corresponding to the year of hallmarking marked on it as well but this is no longer necessary.
 
The government’s move to make hallmarking mandatory is part of its wider objective of organising the jewellery sector which it believes will increase consumer confidence and increase tax collection. BIS harking centres will also charge jewellers for their services.
