The Gem and Jewellery Council (GJC) complained on November 5 that Goods and Service Tax (GST) officials had conducted “illegal raids” on small and medium sized jewellers ahead of Diwali and urged the Centre to address this.

The GJC has asked the Centre to circulate standard norms concerning how to check goods in transit as it has accused GST officials of conducting “illegal raids” on jewellers which included police, income tax officials, and GST officials.

The GJC, which is a domestic trade federation that promotes growth in the jewellery sector, has reported a number of incidents in multiple states including in Nagpur, Bhusawal, Itarsi, and Kandwa where jewellers were “harassed” by officials, as reported by the Press Trust of India. The GJC also stated that this is especially harmful to the industry as it comes at a time when small and medium sized jewellers are struggling with lower sales than hoped at Dhanteras. "There have been complaints that the officials are indulging in nepotism and bribes," the GJC told the Press Trust of India.

"As the gem and jewellery industry is trying to get organised and become compliant, small and medium sized jewellers are being deliberately targeted and we are witnessing no ease of business," said Nitin Khandelwal, chairman of the GJC in a statement.

Khandelwal also alleged that, as officials are not permitted to visit jewellery shops, they are carrying out raids when goods are in transit. "We request the government to issue a final standard operating procedures and process of the goods in transit and circulate across all the departments such as GST, police, Railway Protection Force [RPF], Directorate General of Goods & Services Tax Intelligence [DGGSTI], Income Tax etc."
