LOS ANGELES, Jan 8, 2008 (AFP) - Ex-Spice Girl and new Hollywood personality Victoria Beckham, and troubled soul diva Amy Winehouse topped the Blackwell's 2007 Ten Worst Dressed Women list, the fashion critic "Mr Blackwell" announced Tuesday, January 8th.

But last year's winner Britney Spears won a reprieve this year, with Blackwell saying it was "inappropriate" to include her "when her personal life is in such upheaval."

Briton Beckham, once known as Posh Spice and now the wife of soccer idol David Beckham, was cited for her steady diet of short skirts, in a year Blackwell called "one of the most disastrous fashion years in recent memory."

"In one skinny-mini monstrosity after another, pouty Posh can really wreck 'em," said Blackwell, who has been publishing his worst-dressed list for nearly a half-century.

Winehouse, who swept the music world with her growling soul and the fashion world with tattoos and a towering beehive hairdo, came in a close second on the list -- despite her own recent "personal upheavals," including highly publicised alcohol and drug problems.

Singer of the hit "Rehab," Winehouse earned the runner-up slot for her "exploding beehives above, tacky polka-dots below. She's part '50s car-hop horror," Blackwell said.

Mary-Kate Olsen, one of twins who became television stars barely a year after their birth in 1986 and now have their own fashion line, was ranked third for resembling "a tattered toothpick trapped in a hurricane."

Paris-born Bond Girl Eva Green, actresses Jessica Simpson and Alison Arngrim, and pop singers Fergie, Kelly Clarkson, amd Avril Lavigne also made the list, with Canadian Lavigne hit for "fashions provided by the house of Dracula."

Blackwell feigned a soft spot this year for Spears, for her raft of personal problems, the most recent her hospitalization last week and subsequent loss of visitation rights with her children.

"For those of you who were expecting to see Britney's name adorn the 2007 list, I felt that it was inappropriate at this time to make comment, when her personal life is in such upheaval," Blackwell said. "I hope 2008 is a better year for her."

But that didn't prevent him from including on the list substance abuse rehab veterans Winehouse and Lindsay Lohan.

Blackwell wasn't all negative. He also named his list of "Fabulous Fashion Independents for 2007," topped by Reese Witherspoon, Jemima Khan, Beyonce, Angelina Jolie, and Helen Mirren.

Also on that list were actresses Nicole Kidman, Katie Holmes, Katherine Heigl and Cate Blanchett, and Kate Middleton, the girlfriend of Britain's Prince William.
