SGCCI assured, GST on textiles issues to be resolved

On January 23, the Commercial Tax Commissioner P D Vaghela visited Surat and assured the Southern Gujarat Chamber of Commerce and Industry (SGCCI) that their GST demands would be heard.

Following January 18’s GST Council meeting that cut tax rates on diamonds, Vaghela faced a backlash on social media for seemingly having ignored the textile sector. However, on Tuesday, he sought to assure the industry that the GST Council will address these issues.

In at meeting with the SGCCI in India’s man made fabrics (MMF) hub, Vaghela said: “I have heard the problems and issues faced by power loom weavers, traders, embroidery unit owners and women doing embroidery handwork. The issues are genuine and the state government will seriously take up the issues with the central government and the GST Council.” Vaghela stated that he will be raising these issues with both the central government and the GST Council.

“Most of the issues related to GST come under the purview of the GST Council,” explained Vaghela. “However, the issues like inter-state e-way bill provision etc. will be sorted out by the state government.” This has made some headway towards placating the textile industry. “The industry is getting assurances since the day GST was rolled out. I think the visit of Vaghela in the textile and embroidery units indicates that the state government is serious in taking a stand at the GST Council to see that the issues related to the textile sector are addressed amicably,” said Bharat Gandhi, Chairman of the Federation of Indian Art Silk Weaving Industry (FIASWI).

The three main demands from the textile industry are a refund for input tax credit, credit for opening stock, and a central government notification for increasing basic customs duty (BCD) on Chinese textile imports. Following Vaghela’s assurances, it appears that these demands will be addressed but it remains to be seen whether the GST Council will approve them.
